三、申报单位简况：该公司位于太原市经济技术开发区，建于1958年，国有独资企业，注册资本为1503．3万元人民币。是华北地区唯一的复杂刀具生产企业。总资产12992万元人民币。主要产品有齿轮刀具、拉削刀具、孔加工刀具、铣削刀具、螺纹刀具等六大类产品。
四、项目概况
（一）项目内容：该项目列为太原市政府国企改革和利用先进技术改造传统产业的重点项目，拟通过异地搬迁改造，引进先进设备、仪器，扩大生产规模。搬迁改造后的企业将重点发展精密齿轮刀具、精密拉削刀具和精密硬质合金数控刀具。
（二）项目投资估算:总投资2100万美元，其中自筹1000万美元，拟引资及其他融资1100万美元。
（三）项目建设规模及内容：购置生产用地110亩，建筑面积约30000平方米。新增关键生产设备及仪器等约66台（套）。
（四）项目配套条件情况:场地、道路、水、电、汽等配套设施完备，满足建设条件。
（五）项目建成后的市场预测及效益分析 ： 切削刀具为机械加工设备广泛应用的消耗性产品，市场需求巨大。项目完成达产后，年产值可达1562．5万美元，利税可达167．5万美元。
五、项目申报初审进展情况
符合国家和省产业政策。已经国土、环保、城建规划等部门初审同意。太原市经济委员会已批复立项，太原经济技术开发区已对可行性研究进行批复。场地勘测已完成。

3. Brief Introduction to the Organizer
The company, founded in 1958, is a sole state-funded enterprise with a registered capital of RMB 15.033 million Yuan. As the only complicated cutter production enterprise in North China area, it is located in Economic and Technical Development Zone of Taiyuan city with the total assets of RMB 129.92 million Yuan. Its main products include such six kinds of products as gear cutter, broaching cutter, hole drilling cutter, milling cutter, threading cutter and etc.
4. Project Overview
4.1 Project Description
This project has been listed as the key project of state-owned enterprise reform carried out by Taiyuan municipal government and traditional industrial transformation via advanced technology. Through relocation to a different area, advanced equipments and instruments will be introduced so as to expand its production scale. When it is removed and transformed, the enterprise will locate its focus on development of precise gear cutter, precise broaching cutter and precise hard alloy numerical controlled cutter.
4.2 Investment Budget
It is estimated that a total investment of USD 21 million will be required, of which USD 10 million will be self raised and USD 11 million will be raised from investment promotion and other financing.
4.3 Construction Scale and Content
Purchasing land for production with an area of 110 Mu. Its total floor area is about 30,000 square meters. Newly addition of about 66 sets of main production equipments, instruments and etc.
4.4 Supporting Conditions
The supporting facilities of the project, such as road, field, water, power, gas and etc. have been completed basically, which can meet the construction requirements.
4.5 Market Forecasting & Economic Benefit Analysis
Cutting tools are the consumptive products widely used in mechanical processing equipments. It has an enormous market demand. When the project is completed and put into operation, its annual output value will reach USD 15.625 million. The profit payments and tax turnover will be USD 1.675 million.
5. Progress of the Preliminary Review of the Applied Project
The project is in accordance with the industrial policies set up by the state as well as the province. At present, it has been approved by the relevant authorities in charge of land resources, environmental protection, urban construction and planning, and etc. through preliminary reviewing. Feasibility study has been approved by Taiyuan Economic and Technical Development Zone. Ground investigation work has been completed.
