一、项目名称: 学府公园建设项目 二、申报单位: 太原市小店区城区综合改造建设领导组办公室 三、申报单位简况: 太原市小店区城区综合改造建设领导组办公室是小店区政府事业单位。 四、项目概况 (一)项目内容:学府公园是太原市城市规划市级公园,规划范围东起军民路,西到体育路,北起绒绒街,南到学府街,规划总用地30.25公顷,净用地26.4公顷;用地内缓洪池占地8.5公顷,是城南地区防洪排水的重要设施;王村退水渠、狄村排洪渠从坞城缓洪池两侧穿过。计划采取开发建设的方式进行彻底整治。2006年8月底前完成拆迁,年底完成公园建设和缓洪池治理,2007年上半年完成公园绿化,7月底全部竣工,对外开放。共需征地267亩,其中202亩用于公园建设,其余65亩用于开发筹集公园建设基金。 (二)项目投资估算: 总投资10000万美元,拟引资7000万美元。 (三)项目建设规模及内容:公园占地30.25公顷。拟建设内容为学府公园、坞城缓洪池治理,65亩土地房地产开发。 (四)项目配套条件情况:水、电、暖、汽、通讯等配套设施完善。 (五)项目建成后的市场预测及效益分析:该项目属于国家鼓励项目,建成后可以提高城市品位、改善城市居民生活环境,市场前景非常好。 五、项目申报初审进展情况 符合国家和省产业政策。经太原市小店区发改局立项。已经国土、环保、城建规划等部门初审同意。 六、拟引资方式:合资、合作、独资及其它方式。 七、申报单位联系方式 地 址:小店区亲贤村千禧大厦 项目联系人:王建民 电 话:0351—7053592 1. Brief Introduction to the Organizer The Office of the Leading Group on Comprehensive Reconstruction and Building of the Urban Area of Xiaodian District, Taiyuan City is a utility unit of the government of Xiaodian District. 4. Project Overview 4.1 Project Content Xuefu Park is a city-level park in the urban planning of Taiyuan City. The planned area extends from Junmin Road in the east to Sports Road in the west and from Rongrong Street in the north to Xuefu Street in the south, covering a total planned land use area of 30.25ha, with a net land use area of 26.4ha. Inside this planned land area, the flood retarding pond covers 8.5 ha and is an important flood control facility in the south part of the city. Wangcun escape ditch and Dicun flood drainage ditch run through the two sides of the Wucheng flood retarding pond. Thorough control is to be achieved through development and construction. Removal work is to be completed before the end of August 2006, while park construction and flood retarding pond control are to be completed by the end of the year. Park greening is to be done in the first half of 2007, with all work items completed by the end of July. The Park will then be open to visitors. A total of 267 Mu of land needs to be appropriated. 202 Mu of it will be for park construction, while the remaining 65 Mu will be raising the park construction fund. 4.2 Investment Budget The total investment is estimated to be 100 million USD, in which, 70 million USD will be attracted from foreign fund. 4.3 Construction Scale and Content The Park occupies a land area of 30.25ha. The planned construction items include Xuefu Park, Wucheng flood retarding pond control and 65 Mu real estate development. 4.4 Supporting Conditions The supporting facilities, such as water, electric power, heating, gas and communication facilities are completed and ready 4.5 Market Forecasting & Economic Benefit Analysis The Project is among the projects encouraged by the State. After its completion, it can raise the taste of the city and improve the living environment of urban residents, thus with very good market prospects. 5. Progress of the Preliminary Review of the Applied Project The project is in accordance with the industrial policies set up by the state as well as the province. It has been approved to register by Reform and Development Bureau in Xiaodian District It has been approved by the relevant authorities in charge of land resources, environmental protection and urban construction and planning through preliminary examination. 6.
