四、项目概况
（一）项目内容：该项目选址在太原大学师范学院内。按照学院十一·五规划，在此期间主要完成学院中区的规划建设任务。中区总占地40亩，规划总建筑面积71000平米，分别建25000平米教学楼、10000平米办公楼、8000平米图书馆、20000平米学生公寓（两栋楼）、8000平米的学生餐厅。
（二）项目投资估算：总投资预计为2218.75万美元。
（三）项目配套条件情况：可以满足施工及使用的需要。
（四）项目建成后市场预测及效益分析：工程从开工至竣工的五年间，学院平均每年的预算外收入可达250万美元左右。竣工后的在校生达10000人规模，每年预算外收入可达375万美元以上（以现收费标准估计，每生每年3000元计）。

符合国家和省产业政策。该项目现已设计出总体规划，待有关部门批准后分阶段报批实施。已经国土、环保、城建规划等部门初审同意。

3. Brief Introduction to the Organizer
The Foreign Languages Institute of Taiyuan University was founded in January, 2004. It is a second-level institute of Taiyuan University. It has the qualification to run the school independently. The institute is located at No.15, South Lane 2, South Inner Ring Road and covering an area of 130 mu. The building above the ground is more than 81,000 meters high. Now it administrates 8 departments, 2 sections and 1 institute. There are 450 teachers and staffs and 5,800 students on enrollment.
4. Project Overview
4.1 Project Content
The project will be sited in the campus of Teachers College of Taiyuan University. According to the 11th-Five-Year Plan of the college, the middle area of the college should be planned and constructed during this period. The middle area covers an area of 40 mu in total with the planned overall building area to be 71,000 square meters. It will build 25,000 square meters of teaching building, 10,000 square meters of office building, 8,000 square meters of library, 20,000 square meters of student’s apartment building (2 buildings) and 8,000 square meters of students dining hall.
4.2 Investment Budget
The total investment is estimated to be 22.1875 million USD.
4.3 Supporting Conditions
The supporting facilities could satisfy the requirement of construction and service.
4.4 Market Forecasting & Economic Benefit Analysis
For the fives years from the start to the end of the construction, the college will have the receipts out of budget average to be about 2.5 million USD per year. When the construction is completed, there will have 10,000 students on enrollment. Thus, the college will have the receipts out of budget average to be over 3.75 million USD per annual. (Estimate according to the current charging standard, each student should be charged by RMB 3,000 yuan per year)
5. Progress of the Preliminary Review of the Applied Project
The project is in accordance with the industrial policies set up by the state as well as the province. Now the general scheme has been drawn out which will be applied for registration and implemented by stages after approved by the relevant authorities. It has been approved by the relevant authorities in charge of land resources, environmental protection and urban construction and planning through preliminary examination.
