（一）项目内容：万柏林区文体发展中心位于和平北路以西，兴华西大街以南，占地约6亩。该地使用性质为文体娱用地。不属于新征建设用地。
（二）项目投资估算：总投资1000万美元。该局以土地入资，作价125万美元，其余拟引资875万美元。
（三）项目建设规模及内容：该发展中心预计建设面积为30000平方米。建设文化馆、图书馆、各类训练房及商用写字楼。
（四）项目配套条件情况：道路、水、电、汽、通讯、其它配套设施全部按要求配备。
（五）项目建成后的市场预测及效益分析：该文体活动中心主要用于开展群众性文化体育活动，是促进人们文明、科学、健康生活方式不可或缺的组成部分；写字楼可用于商业开发。因地处于黄金地段，可开发前途非常广阔。

符合国家和省产业政策。已经国土、环保、城建规划等部门初审同意。正在申请立项。

3. Brief Introduction to the Organizer
The organizer is the functional department in the district government. It is responsible for publicizing, implementing the guidelines and policies set up by the state in the field of culture, arts, sports, broadcast television, press and publishing, cultural relics and tourism, etc, enriching and promoting the cultural and sports activities in the district and realizing the leading development of cultural and sports work.
4. Project Overview
4.1 Project Content
Wanboling Cultural & Sports Development Center is located at the west of North Heping Road and the south of West Xinghua Street. It occupies an area of about 6 mu. The land is utilized for the purpose of culture, sports and recreation. It doesn’t belong to new expropriation of land.
4.2 Investment Budget
The total investment is estimated to be 10 million USD, in which, 1.25 million USD will be mortgaged by the organizer itself on land, 8.75 million USD will be attracted from foreign fund.
4.3 Construction Content & Construction Scale
The development center plans to occupy a building area of 30,000 square meters, on which, it will build cultural center, library, training center, and commercial office building.
4.4 Supporting Conditions
The supporting conditions, such as road, water, electric power, gas, communication and other auxiliary facilities, are equipped in accordance with the requirement completely.
4.5 Market Forecasting & Economic Benefit Analysis
The cultural & sports center is mainly served to carry out the mass cultural and sports activities, which constitute an indivisible part for promoting the civilized, scientific and healthy life style. The office building could be used for business development. Since it is located at the golden section of the district, there is vast application of development.
5. Progress of the Preliminary Review of the Applied Project
The project is in accordance with the industrial policies set up by the state as well as the province. It has been approved by the relevant authorities in charge of land resources, environmental protection and urban construction and planning through preliminary examination. Now it is under the progress of registration application.
